Anonymous, you can't be anonymous! It's pretty much the only voting rule!
A little forensic research has determined that anonymous is in fact Elliott, who we will give a break because he's like in second grade or something. This gives Perugina two votes, which doesn't really make or break anything, since Picibia had already racked up nine. That's a pretty decisive drubbing in our terms.
